Seeing the enormous scale of the millions of refugees and the victims of war on all sides, especially the children, gives me a glimpse of what my father must have seen as a displaced person after his release from POW camp. The work of UNRRA was of vital importance in feeding, housing, and caring for these displaced persons.

It seems to me that if a soldier's usual place of habitation is with his/her infantry unit then placing them in a camp makes them out of place, or in other words, displaced. What is the rank of the soldier sitting in the front seat at 3:25? He has three stripes and three bars, opposed to rockers, and they are on his sleeves opposed to upper arm. They are displayed in reverse fashion. I can't make out whether there is a shoulder insignia. Would he possibly be the Senior Enlisted Advisor to the Chairman or the Sergeant Major of the Army? I believe the man behind him is James Francis Byrnes, Secretary of State.
Shoulder insignia looks like a lieutenant colonel. The chevrons and bars you ask about are for overseas duty in WWI and WWII. He also is wearing an aiguillette on the right shoulder denoting a Presidential aide.
I noticed President Truman, a very underestimated Head of State, humbly took off his hat as he passed in front of the American flag and held it up to his heart. This was back when a real president meant the salute as a genuine sign of respect and true patriotism; unlike the orange buffoon in office during the last administration. I had to gag every time I saw Orange man, President Bone Spurs, hug the American flag with a phony posed smile. The emptiness of that gesture revealed the profound emptiness in his spirit. I found myself apologizing for Orange man's behavior to my late father-in-law, a German POW 44-45, and all of the uncles and teachers who witnessed the carnage first hand on both sides during battles in France and Germany. I learned the Pledge of Allegiance in the first grade in the early 50's and you damn well better believe that it meant as much to me then as it does now. God Bless
Displaced persons camp. Non Germans more than likely. Europeans marched alot in this time in history,prior to, during & after the War. Maybe it kept them busy.
