Some desert locations, like Black Rock, with some mitigation can be heavily used (Burning Man) without lasting harm, other locations like petroglyphs and the hard pan tracings can't survive even light usage. Short term presentations in remote locations that don't cause harm or are attempted to be permanent even if illegal might be okay. Also there is plenty of privately owned remote land that could be used for longer term installations, like James Turrell's Skystone and Michael Heiser's Double Negative (I've visited both sites) and Spiral Jetty.

I work with metal and on the second monolith the swirl marks are from grinding tool that uses a open faced circular disc usually made from heavy metals,some expensive ones even have diamond dust engrained in the disk.
I think it was planted by someone in the beta launch of Pokemon Go, I remember in early 2016 they were asking people to take pictures of local landmarks, part of the preparation for launch. Such that they can map Pokemon towers and whatnot to the gps coordinates. It may be worth checking if Pokemon go has that spot in utah as a virtual tower

Of course that pattern wouldn't be there if he grinds away the rest of the oxide layer, it it is obvious that he wanted it to look "alien" and didn't want to weld it further.
It's still possible that McCracken made the monolith and someone else placed it in the desert after he died. He wouldn't be the first artist to pass with postmortem instructions on what to do with his art.

The marks on the Romanian Monolith was covered in grinder marks. When you take a polishing wheel to metal it will give you that effect. Guy was probably trying to give it the mirror shine.
