That outfit change has an amusing story behind it. After SA2, SEGA decided to change Rouge's outfit, as they felt she looked too provocative, too sexual. This backfired on them, though, because Rouge's _Heroes_ outfit was deemed to be _even more_ provocative than her SA2 appearance. So SEGA went back and just stuck with the original SA2 outfit.

I love Rouge the Bat. She's kinda overrated and underrated at the same time though. She hasn't been playable in so long since Sonic '06 from Sonic Adventure 2 i believe. Lani Minella was her best voice actress in my opinion, and i like how they gave her voice in Sonic Heroes a much higher pitch difference to make her sound more tomboyish as apposed to her future 4kids voice and new generation voice to sound more sexy and flirtatious. Still good though.
