As advance as cnc technology this day and ages, there should be a powerful jet nozzle that blast chips from inside the machine enclosure where it can be manually operated via control panel or automatically run within a program as it is cutting. I seen several million dollar machine with their overhead coolant system was as useless as not worth turning it on. And after 2 or 3 day with 3 shifts running 24/7, machine have to stop so operator can shovel n use air gun to blast chips away down to conveyor.

A system that moves up, down, left, right in any direction that shoots a nice volume and high pressure of coolant (like a fire hose) to rinse chips from all area inside a big HMC Using a hose connected to a coolant pump required the Machine to not run while cleaning inside. Washing away aluminum chip from across the Machine is fairly easy compare to washing away titanium 6al4V chips. There are no P Cool system out there today that i've heard of. If you know a system like what i am talking about, give a brand name & name of the system.
Maquinados Rascon, The pumps will not be damaged by running them with the outlet valves closed. If you're running for long cycles with coolant commanded on but all the valves closed it's probably a good idea to switch the pump pressure off manually by pressing the COOLANT button on the control panel.

You are literally describing P-Cool, which has been around for at least, nearly two decades .. and which is shown in this video.

Are the pumps damaged if are running while all the valves are closed?

Now if only you could solve the coolant drainage issues to actually get the coolant back into the tank. Constantly getting clogged.
Where are you experiencing clogging? We have a VM3 and so far haven't had that issue.
