d is measured from extreme compression fiber to the centroid of tension bar. In case the beam will be subjected to a clockwise bending or a sad beam, then the topmost will be subjected to tension. So, not all the time d is from the topmost of beam.

Hello! It's a correction. Pero it doesn't matter naman since hindi umabot yung rho sa rho max.
If additional reinforcing bars are placed only in the compression side of a reinforced concrete beam, will they add significantly to the beam's flexural strength?
It depends on the ductility of the beam which is based on the provided reinforcement. If the beam is ductile enough, let us say the rho actual is between rho min and 50% of rho max - the compression reinforcement has no significant effect on the nominal capacity. Otherwise, you will just see the significant effect when your rho actual is near equal to rho max.

sa problem 2 nman sir yung factor na gamit mo sa Rn is 0.9. pero nung kinuha mo yung rho max, 3/7 (0.004) yung ginamit mo, nasa transition naman yun sir. sir d ko macompose ng maayos yung tanong ko, pero malabo kasi sakin kung alin sa dalawa ang gagamitin, 3/7 o 3/8 ba.
Kapag mag-aanalyze ka, 3/7 gamitin mo
Kapag mag-dedesign ka, 3/8 gamitin mo

Sir sa Pmax (analysis), bakit 3/7 hindi 3/8?
Because 3/7 would give a steel strain of 0.004, which is the minimum acceptable strain.
If 3/8 ang gagamitin mo, ang corresponding steel strain would be 0.005, which is tension controlled na.
