My understanding is that President Biden didn't sign the ban.
He decided to leave it to this incoming administration to decide the fate of the Tik Tok App.
The Supreme Court signed off on the ban, per the news reports I have heard.

I'm glad TikTokers are going to the _blatantly_ Chinese app Red Note. The U.S. gov't can't ban _everything._ 😒
