It’s not that he can’t. I have yet to hear a german having trouble to pronounce the english ’r’. He probably skips it out of habit.
The classic german r sound is made in the back of one’s throat. It actually takes a great deal of tounge movement to get from almost any sound to the german ’r’. And since it’s not that much of an imprtant sound anyways, many germans just don’t pronounce it at all. Of course, this only applies to tjose who don’t use a spanish/italian r, which is made in the front and much easier to fit into your words.
