I'm already running Pia in a pretty solid Standard deck. You've brought some cards to my attention that are still Standard legal that I should probably try in that deck - particularly Invasion of Kaldheim. Thanks for your help, and good luck with this Commander deck!
I built her and she's so fun to play. My playgroup is on average more powerful so I have to throw in some loops to stay up to speed so I opted for Karmic Guide/Reveillark combo and loops with Nim Deathmantle and Dockside Extortionist to go with the deck's suite of payoffs like Witty Roastmaster and Impact Tremors to close out a game if I can't buff my team of thopters enough. Also I like to run Wild-Magic Sorcerer. It's a really good value piece that also works with the deck because any card you cast from cascade meets the "cast from exile" requirement Pia has to make another thopter.
I build it with thopter generation, wheel effect (reforged the soul, wheel of fate...), smothering tithe and cheap treasure generation. Thopter assembly and thopter shop with cards that inflict damage when artifact, creature or tokens come into play + mechanized warfare. For impulse draw cards, i have only put those who can let me play land and cards until the next turn. I like this commander.
Built a Pia Nalaar deck myself and won the first game with it. The deck is pretty nasty as it can generate so much value, which is funny to think about in boros. You cast a lot of cheap stuff until you get to your wincons like impact tremors
Anyone putting rousing refrain in this deck put in a rift elemental, makes infinite thopters as long as someone has 6 cards in hand, 5 cards if you have a kci or ashnods in play

One card to consider for the 99 is also Graaz, unstoppable juggernaut. Turns your flying Thopter army into flying trampling 5/3's
