In case of GTA3, VC and SA it's actually advised to let them enabled. Disable them causes the Framerate to shoot up and can cause bugs, glitches and even crashes. There are fan made patches for such things though. But they can't eliminate all of them. Falling of a ledge from a Sidewalk can actually kill you without the framelock or at least hurt you... probably same happened with the box.

These games were way better when they didn’t constantly strive to be realistic. Remember Toreno, Truth, the fuckin jetpack? Or the funny turnaround in Vice City at the edge of the map? Remember how you used to be able to stand on all cars while they drove?

Nope. This is just how these games work. There are a lot of weird collision areas sometimes. Money might spawn with a solid model, etc. The thing with teleporting from the ocean back to land makes no fucking sense though.
