I think it wasn't forgotten. It might due to the fact that everyone starts to collect all the time pieces in the levels. And when everyone collects enough, Mustache girls invades the ship and we focus on her and skip the level.

The Conductor's actor did a prettu good scottish accent in the game, given that it is Xander Mobus, who also did the Announcer in Smash Bros, and Joker in Persona 5.
