The notice says that children must be under supervision. And there is a weight limit of 50kgs, which therefore excludes most grown adults! I must seriously doubt the safety of this 'self-made' instillation. If a child had an accident and fell out of a chair (there is no bar in front of the rider to protect him/her) I am sure the parent would bring a court case claiming compensation.
In the US maybe. But the thing is not in the USA. There is also a chain which can be closed so that the children do not fall out of the seat. BTW. In the USA there are many chairlifts without a safety bar and you can fall a lot further.

I am quite sure that if this instillation were in England and a child was injured there would be a court case claiming compensation. In England a lawyer can make a claim on the basis. 'If we do not win I cannot claim any payment for my services.' (This is knows as 'a conditional fee'.
