According to me universities can be categorized as top universities with maximum job prospects such as Harvard, Stanford. And other category is University with good career fairs. So if you just care about getting a job then check what type of companies come at career fair. If Apple, google etc comes then it is a great University

No. If you do full time CPT for more than a year than you loose your OPT

You cannot do it on H1B Visa... But in school you may, provided it is with American partners

MIT provides need based scholarship and not merit based scholarship. It means that the scholarship depends on your family's income and your need for it.
