Under ideal laboratory conditions, humans can hear sounds as low as 12 Hz.
This video is not playing sound at 5 Hz because no humans could hear it under even the most ideal conditions.

With the lowest recorded under ideal conditions being 12hz, and only for a scant few people.
As for the reason 5hz increases brain functions it is likely due to resonance with the human heart.
Mainly, as the human heart vibrates at 5hz, causing resonance would likely forcefully increase functions such as the blood flow.
Which would intern increase most other body functions.
However, it is unclear if this poses a long term risk to the human body, namely the heart, based on current research by humans.
Mainly, as it is clear that causing resonance with an organ can cause serious damage to that organ after long term exposure.
The over all resonance frequency of the human body is roughly 7 hz.
7.5 hz is a more precise reading.
To play sound at this frequency of hz is known to cause nausea, disorientation, and even death with long term exposure.
Due to the resonance.
The effects of 5hz on the heart under long term exposure is unknown.
However, it is likely to be harmful with long term exposure just based on causing resonance for most other parts of the body.
I would advise not seeking out 5hz sounds unless you are attempting to construct a sonic weapon that targets the human heart.
Furthermore, if you want to create a sonic weapon 7 to 7.5 hz would be more effective.
That being said, If you want to make a sonic weapon, feel free.

By 5 hz, it's referring to the difference in frequency as transmitted to each ear. So not literally 5 hz, because as you said there's no way we could hear that. The frequency could be, say, 250 on one side and 245 on the other. For the binaural beats purpose, that'd be informally called 5 hz for short. It's also why headphones are required.
