    The de-facto observation from the first half of this talk is that radio blossomed by a grassroots "bottom-up" growth as amateur operators and their facilitation by the powers-that-be (e.g. the postal department in the UK) ramped up. The approach in post-independence India seems like a top-down approach though, driven by policy-makers, rather than enthusiasts. Can you comment on the reasons behind this?

      I think that during the colonial era the British Raj, at least before World War ll, viewed broadcasting in India, with unmistakable skepticism as they did not wish to get fiscally entangled with an untried and untested terrain.... In the case of post-independent India, broadcasting came under government control with policy makers trying to gear the aural medium to suit their 'welfarist' agenda...
