Depends on if the fizzler is set to trigger on touch with NPCs or not. It has to be set to do so to be able to fizzle turrets, as they are NPCs, but maps that do not feature turrets may or may not have that flag set.

you can use the give command in portal as well and like all of the other single player source games, the give command doesn't require cheats, same as every other entity-spawning command in singleplayer source games.
