Since all PCs are in network and it is called a floating license, I was in impression that any PC can access that license without transferring it to the local PC. (It is like One PC can access license on network at one time, Second PC has to wait till first PC is disconnected with license server. And that is without transferring the license files to local computers.) I don't know if Siemens has this solution !

Yes, but only one of the laptops can be using the software at any given time. In this case, both PCs will need to be able to access the location of the floating license. hi, what could be a disadvantage of a floating licence vs a standard licence? could we say for example: I have the licence (either S7 or Logix) residing on a server and I need to add a new ethernet device(PLC) that needs initial cfg or I need to acces an old PLC on a machine which is not on the OT network of the enterprise ...it would'nt be possible to have physical acces to it accross the server, would it?
A floating license is one that is accessible via a network connection. The license is for the programming software (TIA Portal, for example). The disadvantage of a floating license is that you need to have access to the network on which the license resides. This may be an issue for an engineer who is visiting a client site. In that case, a standard, machine-resident license may be better, but only that computer will be able to use the license.
In the case you described, you will need to either connect online at the site to access a floating license on your server, or, transfer a license to your laptop, either a floating license or a standard license. Normally, laptops that are used by PLC programmers will have a standard or floating license dedicated to that laptop so that access is never an issue.
