If you upgrade your CPU you would get a decent increase like 5-15 FPS depending on the CPU and if the game is CPU heavy or GPU heavy. But if you're fine with performance and can't afford to upgrade it's not a bad build.
I have the i5 3470 and integrated graphics and just watching a 4k video makes my PC lag badly it's like it goes into windows 95 mode lol. GTX 1060 helps a lot tho.

The reason why your wwz ultra settings is facing stuttering is cos it’s too much for the cpu, even without ultra settings the cpu is already running at 100%. Definitely bottlenecking

I wouldnt bother overclocking the graphics card. You could download MSI afterburner and set a better fan curve so it runs a little cooler, that will help it push its own limits higher. That's a safe way to get it going
Yes it is, but make sure they're at the same speed because you'd be wasting money if you bought something high and you had a lower speed ram since the higher one will down clock to match the slower one.
