I have operated everything in the low bed category up to ten axle low beds and operated just about everything that has wheels , and tracks on it. You have a morale and legal obligation to make sure your equipment is safe to operate. A non functional parking brake is a out of service item in every jurisdiction I have ever worked in. The cop let him off lightly. I have appealed many tickets in my life and beat about 50% of them. Some are just plain picky and idiotic. Like having a non functional electric horn on a MVI roadside inspection on a class 8 truck where nobody would hear the damn thing anyway. But the law is the law and police have discretion on certain things. In this case I would say the officer used his discretion and was very kind. I personally have been ticketed and put out of service for far less. In my experience your attitude in how you deal with police generally dictates how you will be treated but not always. He could have wrote him up for a lot more and done a more thorough inspection.
I don't know how it is in Canada, but in the states, no matter what state you're in, your licensing, tagging and insurance of your registered home state is all you're legally obligated to heed. In SC, you don't need to tag a trailer. Driving in a state that has trailer tags as law isn't going to cause you a fine as long as it's all properly registered. I have no idea how this is handled once across the Canadian border.

I got one of those Hokie "emergency brake" tickets before. It's actually a parking brake for parking not for emergencies. They tried to make me tow the truck I just waited until the cop was out of sight.

Good luck trying to stop a truck trailering an SUV by locking up your rear brakes in an emergency? You’d really most likely only lose fronts or rear hydraulically anyway? Depending on the trailer’s brakes, electric or inertia he could still have them too? My last 3 cars have been manual and I always park in gear and set the “parking” brake. The E brake is not designed to work against your drivetrain, it's design to slow the vehicle while rolling. Its only supposed to hold a vehicle in neutral, under normal weight. When the officer ordered the E brake test, especially with that trailer attached the stress on the shoes and hardware could be upwards of 16x the normal braking force. This can cause damage to your braking system as well as your drivetrain. This test is safer on air brake equipped vehicles as the service brake and e brake are essentially the same thing. But can still twist axles, and destroy everything inside the drum.

I bought and pulled a 1989 Grand wagoneer home with a Tahoe right through town (central ky) on a small two axle trailer, with no trailer lights, no trailer insurance, no trailer/towing brakes, I doubt the emergency brake in the Tahoe works, and we had the suv fastened down with a log chain and some rope. Passed multiple cops and nobody said anything or stopped us. Nobody got hurt, no property was damaged, and everything was fine. It's crazy to see how strict the regulations in Canada are!
Pretty common site atleast in tn, ky or probably anywhere. Half the times PO trailers don't have lights. This is ridiculous for a private vehicle trailer. It's not a commercial vehicle. Brakes work lights work. Trailer not stolen and load secured. Hahaha Canada.

In British Columbia the Cops do not stop you for this kind of sh$t ever. It’s the job of Department of Highways / CVSE and for quite a few years they only concern themselves with commercial vehicles, they do not inspect private vehicles. This can be a bad thing because there is a lot of junk/overweight private vehicles out there.
@FordManiac Ontario has lifetime inspections, unlike other provinces which are yearly. Lots of people feel they don't need to upkeep their shit and drive absolute shit. Which in turn causes 1000's of deaths each year. So when OPP sees older cars and trucks on the road that could be questionable they do what is needed.

They actually run inspection blitzes where they require you to go to a temporary station they have set up along the road and if they find a few things or something major, they can pull your plates right there. Also, if they pull you over and you decide to give them a hard time, out comes the inspection briefcase and you get raked over the coals. Here in Nova Scotia, they have 2 year inspections, but the police still have the power to pull you over and require you to have the vehicle re-inspected. This cop was doing his job and was very professional about it. The actual moral to the story is that 99% of cops will be reasonable and respectful if you don't treat them like shit. You treated him right and he was as helpful as he could be. He could have been nicer by giving a warning or an "appear with repair", but, with tire issues, a broken safety cable and an emergency brake not working, he was being very nice with only a small fine that included no points and you kept on your way. As he said, any of the other charges would mean you drop the trailer right there, so I'd say he was being reasonable.

When I got pulled over they didn’t ask to open the door so when the cop walked to the back and said put it in drive I would flick the switch and presto no break lights “ ok put it back in park” okay.😀🇨🇦

The E brake is not designed to work against your drivetrain, it's design to slow the vehicle while rolling. Its only supposed to hold a vehicle in neutral, under normal weight. When the officer ordered the E brake test, especially with that trailer attached the stress on the shoes and hardware could be upwards of 16x the normal braking force. This can cause damage to your braking system as well as your drivetrain. This test is safer on air brake equipped vehicles as the service brake and e brake are essentially the same thing. But can still twist axles, and destroy everything inside the drum.
He needs to find out why he is pulled over. Then if he isn’t guilty move on. If he pulls him over again claim harassment.

I bought and pulled a 1989 Grand wagoneer home with a Tahoe right through town (central ky) on a small two axle trailer, with no trailer lights, no trailer insurance, no trailer/towing brakes, I doubt the emergency brake in the Tahoe works, and we had the suv fastened down with a log chain and some rope. Passed multiple cops and nobody said anything or stopped us. Nobody got hurt, no property was damaged, and everything was fine. It's crazy to see how strict the regulations in Canada are!
Pretty common site atleast in tn, ky or probably anywhere. Half the times PO trailers don't have lights. This is ridiculous for a private vehicle trailer. It's not a commercial vehicle. Brakes work lights work. Trailer not stolen and load secured. Hahaha Canada.

In British Columbia the Cops do not stop you for this kind of sh$t ever. It’s the job of Department of Highways / CVSE and for quite a few years they only concern themselves with commercial vehicles, they do not inspect private vehicles. This can be a bad thing because there is a lot of junk/overweight private vehicles out there.

@FordManiac Ontario has lifetime inspections, unlike other provinces which are yearly. Lots of people feel they don't need to upkeep their shit and drive absolute shit. Which in turn causes 1000's of deaths each year. So when OPP sees older cars and trucks on the road that could be questionable they do what is needed.
This is Ontario and the OPP does this along with MTO. BC does not have a provincial police service and relies on RCMP contacts.

@@barbariansasquatch921 Police in any province can pull over a vehicle if they see something wrong, but, in Ontario, it is the job of the cops to check the smaller vehicles like the DOT in other areas. They actually run inspection blitzes where they require you to go to a temporary station they have set up along the road and if they find a few things or something major, they can pull your plates right there. Also, if they pull you over and you decide to give them a hard time, out comes the inspection briefcase and you get raked over the coals. Here in Nova Scotia, they have 2 year inspections, but the police still have the power to pull you over and require you to have the vehicle re-inspected.
This cop was doing his job and was very professional about it. The actual moral to the story is that 99% of cops will be reasonable and respectful if you don't treat them like shit. You treated him right and he was as helpful as he could be. He could have been nicer by giving a warning or an "appear with repair", but, with tire issues, a broken safety cable and an emergency brake not working, he was being very nice with only a small fine that included no points and you kept on your way. As he said, any of the other charges would mean you drop the trailer right there, so I'd say he was being reasonable.
