I think the real thing you're seeing here is not control but a relationship. Yes, the dog is absolutely attentive and obeys every command, but the point is still the bond.
5 minutes before this started, the guy in the protective suit had a full head of hair. What a beautiful boy that dog is. He loves his job. I'll bet he never ever wants to take the day off.
I would imagine that it is a part of the conditioning. Some people might try slap the dog while being bit and they should be able to focus on the bite vs the slaps they are taking.
If I had to venture I guess it's probably so the dog doesn't release until the handler gives the verbal command to release. Anyone that gets bit by the dog is going to start hitting the dog trying to fight it off, and the slapping is probably so the dog is used to being hit while clamped down and knows not to release until told.
