I don’t think was a failure on anyone’s part. Minor bumbs like these don’t cause any real threat to the VIP (Boris), it’s more important that nothing get’s between the security and the VIP car. Hence the close proximity

The driver of the range rover failed to observe keeping ones distance - it may be 2 metres for coronavirus but not for cars. If this had been a serious attack then the security would be f...ing useless. The jaguar should have been painted a red, white and blue brexit logo and then this would not have happened!
Definitely the Range Rover drivers fault although the leader has some responsibility. There wasn't really a need to bring the convoy to a full stop but the Range Rover driver must have gotten momentarily distracted by the protest. All I know is, that would be embarrassing for the officer.

If you had driven something other than your mums Ford Ka you'd know Range Rovers aren't the quickest at stopping. Watch the video in 0.25 speed, you can see the driver braked, but there just wasn't enough space.
