In the 50s to 80s, there were only few migrants from the waray waray provinces of leyte and samar. The point of their migration is manila. They seek works in manila and also to study. They coulbe found anywhere in manila, but tondo is where the labor class or lower income bracket of waray migrants could be found. Cebu city was not yet in their list of migration destination. They prefer manila than cebu. The fact that according to you there are now plenty of waray waray there in cebu city means that cebu city is indeed a progressive city. Perhaps the people from other places among them the waray warays saw the economic opportunities cebu city laid before them that they dont have to go to manila anymore. The proximity of cebu to their hometown in leyte and samar is a bonus and plus factor because they go visit their hometowns in a day's time and without incurring many absences from work. I guess also the proximity of cebu attracts students from waray waray provinces to pursue their studies in cebu. The yolanda calamity might have also contributed to the migration of waray warys to cebu. If i guess it right the LGUs in cebu offered evacuation centers to the yolanda victims. Some of these victims found stable jobs there in stzyed there in cebu for good. As for us cagay- anons, cebu is not our destination for migration. It is however the favorite place for students from the city to enroll in the universities there in cebu especially those taking up engineerings, medicines, nursing, and seamanship course. The students here travel there by the boatloads during opening of classes. But the number of students studying in cebu started to decline in the early 70s when cagayan capitol.college, now capitol university, was established offering nursing and midwifery, medicine, nautical and marine engineering course, civil engineering. Then in the 80s xavier university opened its college of nursing and medicine, and college of engineering offering mechanical electrical, civil, ece, chemical courses. This development reduced sharply the students from cagayan enrolled in the universities in cebu to 80 to 90 percent. Whereas in the past students left by the boatloads to cebu city, now you can rarely see students on the ships to cebu. .

Cuyononis BISAYA language spoken on the coast of Palawan and the Cuyo Islands in the Philippines.
Waray is BISAYA language spoken in the provinces of Samar, Northern Samar, Eastern Samar, Leyte (eastern portion), and Biliran.
Surigaonon is BISAYA language spoken in the province of Surigao del Norte, and some portion of Agusan del Norte especially those towns near the Mainit Lake. It is related to Butuanon and Tausug.

Bisaya is NOT a specific to Cebuano language only which most people from Mindanao, Cebu, Dumaguete think which is totally based on wrong assumption.
Bisaya refers NOT only to Cebuano but ALSO to Hiligaynon or Ilonggo, Aklanon, Capiznon, Kinaray-a, Bantoanon, Romblomanon, Cuyonon, Waray, Surigaonon, Butuanon, Tausog, etc.
Bisaya or Visayas is one of the three island groups in the Philippines, along with Luzon and Mindanao. It consists of several islands, primarily surrounding the Visayan Sea. Its inhabitants are referred to as the Visayans or Bisayans.
What started this big confusion? I think the main reason this misunderstanding started by Max Surban and Yoyo Villame's songs who referred to Cebuano as Bisaya in some of their popular songs in which many people in Cebu and Mindanao listened and subconsciously absorbed the wrong terminology.
Suprisingly, if you ask the people in Panay, Negros, etc they know that their language is also Bisaya and they also know that they are Bisaya people because they live in the Visayas Islands.
Also you will be surprised when you fill out a document to work overseas because you will not see a bisaya language among Filipino list of languages, that's because bisaya is a group of Visayan languages which includes Cebuano, Hiligaynon or Ilonggo, Aklanon, Capiznon, Kinaray-a, Bantoanon, Romblomanon, Cuyonon, Waray, Surigaonon, Butuanon, Tausog, etc.
Visayans (also spelled Bisayans) generally refer to people who trace their roots to the Bisayan-speaking region in central Philippines. This region includes the islands of Panay, Romblon, Guimaras, Negros, Cebu, Bohol, Siquijor, Leyte, Biliran and Samar.
However, because of migration over time, a large part of Mindanao (from Zamboanga up to northern Mindanao and down to Davao and Cotabato) is now largely populated by Visayans. Thus, it is not uncommon for people from Mindanao to call themselves “Visayan,” especially if they are native speakers of the Bisaya language.
Bisaya is a group of related languages belonging to the Malayo-Polynesian family. Spoken in the central and southern Philippines, it is comprised of roughly 25 languages, some near extinction.
The origin of the term “Visayan “ is unclear. Some sources say it refers to Shri Vijaya, the ancient island Southeast Asian empire to which the original Visayans supposedly belonged. Others consider the term a literal rendering of the Visayan sadya or the Tagalog saya, meaning happiness. The latter version appears to stem from the stereotype that Visayans are a generally laid-back, fun loving and happy-go-lucky people. But as Visayans themselves would put it, they are a hardworking people who just know how to enjoy life.

Yan. Parang ang lahat na lungsud sa Province of Cebu is progressive... Leyte and samar are part of the Visayas group of island Eastern part. Cebu is part of the central visayas group and speak Cebuano language. Traditionally ang bisaya always refer to those in the western part of Visayas.

Wrong. Bisaya has always been referred to Cebuano dialect, being the dominant language spoken in Visayas and Mindanao.
Bakit ang waray ba hindi bisaya, bakit ang wRay ba tagalog, mali kc ang pagkasabi nyo ad if ang visaya ay cebu lng, baguhin nyo ang paniniwala nyo unless ayaw nyo na part kayo ng visayas, ang yayabang nyo mga waray, bisaya rin kayo dahil nasa visayas kayo part, waray ang salita, katulad ng mga mayayabang na ilonggo di daw cla bisaya kc ilonggo daw cla, tama, ilonggo cla ang kanilang dialect and they part ng visayas so bisaya, yauabang kc, di daw cla bisaya o cge tagalog ang mga ilonggo dahit part cla ng luzobn, mga bobo.
