Facts I love hear that soundtrack
What's chilling about this is the fact that Peggie and Howard knows Bucky - They were his close friends before, even with Steve, and to see your close friends looking at you differently and the other way around for them too, it must be a weird feeling..

Marvel has really lacked on that department, as there are only 3 themes you can recognize by hearing the first notes:
-The Avengers
-Captain America
-Bucky
No other characters' theme is that recognizable.

This is neat since in the original story of the WS, Bucky was captured by the soviets at the end of the war, then made into the winter soldier not hydra.

Different continuity
I mean, the Winter Soldier in the MCU was stored in Siberia In the Soviet Union. and the Soviets did the Operation Paperclip thing as well so its probably similar to what happened to the MCU Shield just that Hydra infiltrated the USSR
@@Sanuw7 Not a retcon, just a comics vs MCU thing, like how MCU Bucky is an adult drafted in war, while comic Bucky was a kid who basically got adopted by his dad's army pals.
This was just incredible and chilling.
I completely forgot about the scene when I randomly came across it and what sad is it’s sort of a reference to Civil War when Tony and Steve are watching the videotape of Tony’s parents get killed for the first time you may have missed it, but Howard whispers Sergeant Barnes to The Winter Soldier and it’s very sad. So if you excuse me, I’m going to go cry in my corner now thank you

My theory: they’re looking right at him while he simply walks past them, giving them a full view of his hair, eyes, and the shapes of his face. Whereas Steve was in full blown fight mode as he struggled to keep his life against a deadly assassin and his team. Adrenaline is quite the drug… it’s meant for more quick movements and getaways, rather than utilizing brain power.
Edit: Peggy is also a spy with training on being able to assess and locate a target that may or may not be in disguise. Howard was reacting to what she said more than making note of who he was.
My issue with the episode… The Winter Soldier. I wish the episode gave him his goggles so he could be mysterious. Like, we the audience knows he’s Bucky since most of us watched the 2nd Captain America movie, but the 80s Avengers (Howard & Carter specifically) don’t know that he’s Bucky. Could’ve used the show don’t tell method.

You know it's bad enough if Hydra has to sent in the Winter Soldier to take down a world ending entity. Hydra is pretty much saying if the world ends then there is nothing to conquer or control. So they may as well cooperate.
I need a spin off of this universe to where somehow cap gets out of the ice 30 years early and becomes a cool big brother to Tony, Peter quill, T’challa, Natasha and Hope, in the 80. The 90’s young avengers! My goodness an interaction with a young Thor, Howard stark, Peggy, Hank Pym, and the avengers in this time would be awesome.
Except that Thor wouldn't be young physically, he's around 3000 years old, at the point in time you're referring to, he wouldn't have the character growth he has now.
I know in MCU continuity, there were many other candidates that could've been in place of Bucky but.
I'm sorry I love this idea very much.

I thought Winter Soldier is hydra agent, not soviet union
In the movies he was a project in the Red Room, which is the code name for when the Soviets secretly allied in projects with Hydra during the Cold War. Both groups wanted a super soldier that rivaled Captain America. So he may be considered Hydra property (when he was under their thumb), but the movies and the fatws show seemed to make it very clear that Hydra would happily loan out Bucky to whoever would pay enough for their assassination needs. There was also quite noticeable Soviet involvement in the Winter Soldier project. Seeing as he didn’t speak German but Russian most of the time and his activation words were also Russian.

I think it's because of the comic origins of What If...?. Each story in those comic editions don't go into elaborate detail because they want to fit as many as they can into a single issue. Hence, why the episodes of the show don't go into a full-blown movie.

In this universe they did nothing. Just let him suffer.
What are you talking about? This event never happened in the main MCU timeline, therefore they never saw the Winter Soldier, and didn’t know it was Bucky. In this universe, Bucky breaks free of his conditioning (with Howard’s help) and goes AWOL. There’s never a time they knew Bucky was alive and did nothing.
