Say both the truck and the officer are hit. That means that the truck would get a template, and that the officer would get a template. Is it allowed for the template of the officer to tag the truck along with it, essentially damaging the truck again from the same weapon?
I have always played it that way as well. I like the explanation here. If a MRL hits a very large building you could have a huge area affected and this way of using the template mitigates that from happening.

When targeting the house, I'm pretty sure you measure from the edges of the house instead of placing a template.
