Just a guess, but I think based on the sound I was hearing as you rotated the stem manually on the stationary reamer/bit, that a rotating reamer or bit whose speed you could control might be a better way to go. I think a reamer that has flutes far apart is more likely to catch and drag as happened in this case, than some other type of rotating bit or reamer with finer teeth or flutes.
I have one Castello which I converted to 9mm and also broke the tenon in the process. I ended up replacing the stem, shame not to have the white bar on the stem but I kept the original stem which still fits.

You could be correct. Something to consider
