There's no way this problem is gonna be solved as the president and legislators use the same party to get into power. What if we had Presidential candidates seeking power via independent tickets while MPs seek through Parties or independently?

Although there is a distinction between both executive and parliament; parties will more likely vote their manifesto. This happens in most developed countries. For example, in US, the president meets the democrats when they have an important legislation and plan how to get the required votes. And so are the Republicans when they are in power. Your job is to try to offer analysis of the legislation itself. The most pertinent question is whether housing will provide a million jobs and whether we have decent housing opportunities in kenya. Especially in major cities. Additionally, do you really think that 1.5% deduction will make Kenyans go hungry or broke? We have to sacrifice to make our country better.
