Muscle strength is supposed to be tested against gravity. When the patient is lying supine on plinth every muscle your are testing except for hip flexors and dorsiflexors gravity is assisting. These are supposed to be tested in a position against gravity

To assess tone...movements are done passively. To assess power...movemets are done actively against resistance

I use to think muscle tone was tested by rapid repeated movement to look for spasticity or rigidity and grade the tone of muscle by modified ashworth scale bilaterally
