It seems like there was an issue during the egg transfer here.. and the few babies that did transfer did not survive.. because these babies are clearly stillborn. Normally a seahorse male will have a very large belly similar to a pregnant woman, because they give birth to a few thousand at a time.. so idk what happened here..
