Porfin conseguí como hacer que un tubos lograra poder estrecharse con parámetros, la pregunta es como lograría extraer dicha data de los diferentes medidas de los tubos para el caso de hacer metrados

You can't, this is only applicable in 2d. but there is a way to make dynamic 3d but it will not look good if the 3d object is cylinder like pipe.
