Have your friend that can mod on console have them have a ramp going in onto the top of Mount Juliet going to sky limit and having it or you can jump off and just guide all the way back down to the city
I'm in a lot of modding community forums and there is no way to have mod menus on PS or Xbox.. maybe in invite sessions or closed friend sessions but no public lobbies..

We're playing on the PS4 version for this to work. It's more of a glitch than modding. It's not the same as any old method.
