Shahriar Zaman no. The device will be destroyed by too much current. The geometries are very small and cannot deal with it. Tunnel diodes are however relatively insensitive to static charge. Don’t believe the data sheet.

When external voltage is zero, No drive for the carriers to move, hence no net current flow.
At equilibrium : no net current flow.
