I suspect the league is just trying to drive scoring higher and higher so announcers can make a big deal every time some record or milestone is passed, giving fans the illusion that they're seeing something historic every day

Teams rarely can build a nice momentum through continuous play because of either the commercial timeouts, coaches timeouts, injuries, or reviews! You can train the officials till they're blue in the face- you aren't removing the human judgment element from the game! These officials are graded EVERY GAME and go through more training than you realize!
