I think the writers are “trying to forget it happened”, a bit like they did with Jim Branning and his racism. Both characters were rewritten as nicer men because it suited the narrative more.
it was a way of acknowledging his past but just not in so many words given he's still ashamed about it to this day plus if we want to go into all that well Phil literally beat him to a bloody pulp one time and assaulted him on multiple other occasions yet neither of them brought that up either.

I find It funny how characters like Dennis, Sean and Jack all have been easily deck by Phil but characters like Billy, Gary and Christian all have punched and either decked him out drawn blood Although Dennis and Jack have managed to get one up on Phil but Phil has decked them more then once since both doing so

Even better than this one, but much more cowardly, as he did the sneak attack- at least he faced him like a man here! Still, props to him, Ian would shit himself, if he had to try and save Sharon from Phil!
