I think the unemployment rate looks low because part-time work counts as a "job". Many Canadians are working multiple jobs so that means the statistics on unemployment are baloney. Employers can't find employees because they are offering part-time work, no benefits, at very low wages. The costs of going to work for a 4-5 hour shift probably don't make sense for the wages earned. Lastly, employers are using immigrant support programs to reduce the hourly wage paid. These reasons are just off the top of my head. Plenty of baloney going on here.
