A good, free/cheap, video editing software is almost impossible to come by nowadays. Either way, you have to record in a high frame rate to create smooth slow motion like it is in the clip, otherwise it is done in-engine.
The tach is turned to suit the (real) drivers as to be able to see the needle through the steering wheel. On my real race cars, I turned the tach so the shift point (redline) is straight up so you really don't have to "read" it. I can tell at a glance if something changed. If the engine is losing power, the needle will be a little left, when it should be straight up. Or if the clutch was slipping, it would be pointing straight up too soon. Everything is done for a reason.

Best i got was when i misjudged the AI braking in Project Cars (Laguna Seca, turn 4) and i slid of into the dirt and slammed the gas when my car slid right back onto the track, gaining that spot aswell
