Kerala is different from total India, Kerala forest department are very efficient, Nobody can visit the tiger reserved forest privately. There are trips with the forest department team in their vehicle. If anyone try to enter the forest area without permission he will be punished. But with the help of Forest department you can travel on their vehicles. But there are many districts which don't have any forest but have modern city. Kochi, the Financial capital city of Kerala.
How can you say its totally different....North east is much more better than Kerala, Jammu & Kashmir is much much more better than kerala....because of many tourists not reaching due to transportation and some terrorism issues in those parts, otherwise it's 1000 times best.
