I was referencing the images correctly because the code for "up folder" in CSS is different than the code in HTML. I discovered this once I put the images in the same folder as the site. Tinker and you shall you find!

I've been tinkering like crazy and I cannot figure out how to add a background image to one of the block elemebts. I can change the background color, I just cannot do an image.

It's called Blackboard.
In Notepad++, go to Settings - Style Configurator - Select Theme.
In Sublime Text 3, go to Preferences - Color Scheme
