Even with toonforce, I actually think Cell would not necessarily because he's more powerful, but mainly because he'd probably step on Plankton by accident.

Here's the thing: even if a character has toon force, it can work against them for the sake of comedy. Cell would propably just step on Plankton without noticing him and accidentally win the fight because it would be funny.
Plankton once got flattened by an entire crowd of people for the sake of a joke, over 20 at least. That amount of weight would far exceed Cell since he's just one android. Even under the circumstances you described he'd still probably survive even if the joke was at his expense
it honestly really depends on the context of the situation, for example; in one situation cell would one-shot plankton on accident by stepping on him, and another situation Cell would be demolished by plankton just for shits and giggles
