I will never understand the difference between “evaluate results” and “verify full functionality”. If its working then it would have full functionality right? Seems redundant

"Verify full system functionality" is more to ensure the whole network is working even after troubleshooting the network. It is a similar concept to how when coding one small change to a variable or something can throw off your entire program.
