you are talking in vague terms not following any codal provision. No of bars, spacing of stirrups depends on loading condition. How come you can say provide 20mm bar at top and 16mm bar at bottom without loading consideration? If this is the case then what is the difference between an engineering design and an mistri design. Even an mistri can tell you to provide 20mm bar, because he is always on safe side without considering the economy. The work of an engineer is to provide an economic design not vaguely telling to provide r/f.

For 135 degree bend hook length is 12d not 10d
10d we use for 90 degree band for example we use 10d in circular column rings bcz in circular column we use 90 degree bend
