Actually, I've been thinking about this and it might be that the AI is meant to get as many Sun Puyos as possible, and then attack you with them. Of course, this doesn't really work.

That's actually not the case. Notice the Sun Puyo that fell in the top right. If Sun Puyo and Garbage Puyo are both set to drop in a player's field, the Sun Puyo takes priority, meaning the garbage doesn't drop until after both the Sun Puyo and the next Puyo pair are in place.
The arcade version gets nasty quick. Second stage as Arle had me suffocating in nuisances in no time at all. ...doesn't help that I'm still figuring the gameplay out and couldn't tell Arle's route was the hard mode since the menu had her in the middle and I can't read kanji lol

The Puyo Puyo games was never intended to be a kid friendly series, you can already find some sexual jokes and various instances of swearing ever since the first game and the Madou Monogatari series. The latter is literally an dungeon crawler RPG series (Puyo Puyo is actually a spin-off franchise of Madou Monogatari).
