Rams already have a Cavalry and Spring counter, all they need to do is slightly reduce the bonkers amount of HP they have and make them cost two supplies instead of one, that will keep them relevant in feudal but severely nerf them in Imperial where you don't have supplies to spare.

I think that awkward lake right in the middle of the map made it hard for a lot of players to consider rushing relics (bad pathfinding can cause you to waster a 100 gold on a monk that you can't afford to waste), China had no excuse for not taking the relics, he had a clear path and he even got control of the middle and still forgot to grab 'em.
I think you should let the winners of each keep there civs and battle it out vs the other winners. But silver and gold get to have 1 and 2 place on the same team.
What if they make the rams take less damage when attacked from the front and the front sides but take extra damage when attacked from the back and the left side?
