The cent thing is actually a pretty common german thing, i worked for over a decade in german public service. the bureaucracy is incredible in a bad way. We even had to send statements to people about "no changes" in payment or costs, we also send letters about increases in cents and that's the wild thing, it's not just the letters, what do you think, WE, the people who write such letters will be paid. I was an accountant, so not very cheap and the most ridiculous thing was the following. I had to check and do the math, of 36 folders full of receipts and stamped every single one of those receipt, because of 4 cents. I was questioning my own country decisions but whatever 😂

First, the US system is absolutely ancient. For example, nobody in EU uses checks. Also, speaking on details, the internet banking depends on the European country. It may be surprising, but, for example, German internet banking is much worse (outdated and slow) compared to, for example, their neighbor and my country, Poland. In Poland, it is fully online, paperless, almost everybody uses credit cards and fast online payments, you can open many bank accounts fully online, only the oldest people still receive the banking statements in paper, because they prefer so. But sadly, we have something in common (and I think it is common in almost every country): if your tax duties or just bill are lacking even 0.01, the offices are forced to eventually send you letters to pay off every single penny.
