Strength in One piece kind of depends on number .. like there were 7 Warlords(pre timeskip),5 admirals(Akainu, Aoikiji(let's include him because we are talking about strength), Kizaru,Fujitora and greenbull), 4 yonkos(pre and post timeskip) , 5 gorosei. So I think most of the Yonkos are stronger than both Admiral and Goroseis. Luffy could've defeated Saturn if he didn't have the Regen. But there are exceptions also like Mihawk was stronger than any Yonko but he took the Warlords post, Same goes for Garp, Buggy D IMU is the strongest yet he never glazed himself (such a humble guy).
