Those in the video are mainly SEK's 'Spezialeinsatzkomandos' a kind of special forces within the regular police. They focus on crowd control like protests, arresting armed people, hostage crisis and so on, like the american SWAT. They're basically responsible for all dangerous police tasks in Germany.

I've been to some student protests. We stuck to the rules, were respectful and friendly towards the cops, they were respectful and friendly towards us, we voiced our opinion and citizens were actually interested in what it was all about because we didn't behave like violent thugs.

In anderen ländern übrigens auch so: So ist es in Norwegen fraglich, ob der polizeiliche Sicherheitsdienst oder die Reentierpolizei wirklich als Polizeieinheit gezählt werden können

Und ansonsten hab ich die Strompolizei auch schon das eine oder andere mal im Sinne der öffentlichen Sicherheit im Einsatz gesehen (sei es der Schleusenbrückenbrand 2008 oder eine Personenrettung aus Wasser)
