It's down to the parents who may have suffered a big loss of income due to pandemic to try and feed their children during the summer holidays. There is always suffering and people relying on foodbanks, the goodwill of friends and neighbours etc.. but again, due to lockdown, kids haven't been able to go around to a friend house and benefit from a kind parent making them some food, for example. Everyone has suffered from this but as we start to slowly ease out of lockdown, we need to ensure those that need the most care, receive it. I don't get why you think this is a "very big mistake".
