It's kind of hard to explain the timing, but what I aim for is around the second arm animation of the perfect judgement cut. It's roughly half the time of the air one from what it feels like
Timing is a little weird, but you judgment cut right after an attack to preform the perfect judgement cut. Then about half a second, if you another one, then you can chain another perfect cut. To practice, I would say to do any moves that have Vergil put the Yamato back into the sheath, as that's a visual cue to do the move then. The timing for any air cuts is different, so you can start with that too.
