If you’re gonna give him a pitching and innings cap, the Dodgers are the better fit because they can have a 6-man rotation and have bullpen days to further limit his use. If he goes to the Padres, Yankees or the Orioles, he’s going to be a part of a 5-Man rotation with a not so deep bullpen, or at least not as deep as the Dodger’s bullpen.
Also, Ruben Niebla for the Padres is an elite pitching coach. I think outside of the Dodgers the Padres have the best situation for him to be successful in the MLB.

From a purely show business perspective, many Japanese baseball fans would like to see Sasaki pitch against Ohtani. (That said, cities with direct flights to/from Japan, Japanese supermarkets, restaurants, and schools for kids are appreciated by all Japanese expats in the US.)
