Skitari are incredible, and It’s amazing how varied they can be based on their home forge world. I’d recommend anyone to read the books _Skitarius_ and _Tech Priest_ by *John French* . They Show exactly what you are describing plus some politics and horrors of the imperium’s enemies.
The primary difference between the Mechanicum and Facebook would probably be that when the Mechanicum “unfriends” you, you have a platoon of the Borg from Star Trek blasting down your door and atomizing you within seconds.
One more observation: considering the Skitarii’s...well, “fetish” for getting new augmetics, I’m fairly certain the Skitarii and the Iron Hands legion would have a relationship best described as “Best Friends Forever”.
Iron Hands are just the Mechanicus if they were more war-centric and got space marine augmentation rather than having to adapt on their own with those self augmentations, typically custom or kept close to a strict pattern due to religious significance for that one piece of armor or augment.

Iron Hands definitely get along with the Mechanicus better than most other Astartes legions (see Steel Confessors), however the Mechanicus don't really approve of the Iron Hands' way of augmenting themselves. The Mechanicus developed their culture due to the ways they had to survive in the harsh conditions of Mars, and that culture eventually turned into devotion and worship, the Iron Hands seek augmentations purely as a coping mechanism from their fear of "failure" and such; The Mechanicus see the Iron Hands with pity rather than admiration...
Skitarii seem to me more like defensive troops / guards / scouts who would be given specific tasks, both in and outside of a warzone, as opposed to line or general infantry
I think they're pretty good in general use. I mean, the Mechanicus does use them in their thousands and they're more resilient and better armed than regular guardsmen.
They don't really have any control at all. Mechanicus decides when and how to deploy them. Of course in many campaigns they can fight alongside the Imperial Guard or other factions but they don't take orders from them.

I think the Skitarii (depending on rank though) can be tougher and more resilient than the Storm Troopers. However, when it comes to versatility and adaptability, the Storm Troopers are better. They can fight anytime, anywhere and have the training and knowledge to win even on their own. Skitarii, for the most part, need supervision of various degrees.
