I would say that today, the best way to tell the difference is the application space that the product is intended to address. The distinction between microprocessors and microcontrollers are becoming more nuanced as SoCs (from the microprocessor side) and microcontrollers move toward a convergence and many FPGAs (Field Programmable Gate Arrays) are including built in processor cores. There are general-purpose microcontrollers that use ARM Cortex-M and MIPS (and now RISC-V) based cores, can access external memory, have larger ROMs/NVM, and high clock rates. Some of the microcontroller cores have floating point instructions, digital signal processing instructions, and other advanced features that are typical of modern microprocessors. Today, embedded systems designers can use microcontrollers where 10 years ago a microprocessor would have been required. On the other hand, the System on Chip (I know, another video) offerings now provide features previously only available in microcontrollers. More than few offerings combine both types of cores in the same package. The convergence point is System on Chip from both ends.
