1- Goto the Power BI cloud.
2- Click on the + sign to create a streaming data set - API.
3- Enter a name for the streaming dataset, the name of the columns and data types.
4- Power BI application would provide an API to publish the data.
5- Use the python code to publish the data set.

Once you create the streaming dataset, can you design the dashboard in power bi desktop, and then publish again the dashboard to Power BI Service ?

No.Its once a made only dashboard in service.You cant even edit.

You can't do real time streaming in Power BI desktop.
